Senate Study Committee on Recovery Residences Adopts Final Committee Report

ATLANTA (November 24, 2025) — The Senate Study Committee on Recovery Residences, chaired by Sen. Randy Robertson (R–Cataula), has adopted its final report, offering key recommendations to ensure that recovery residences prioritize optimal service and resident safety over financial gain.

Created by Senate Resolution 311 during the 2025 Legislative Session, the study committee focused on further understanding the services recovery residences provide while also prioritizing safety and affordability for Georgians utilizing more than 100 certified facilities. Members met over the course of five meetings at the Georgia State Capitol to gather testimony, hear presentations from subject matter experts and provide recommendations on how to move forward.

“Our findings are the result of months of informative testimony and insightful questions from committee members, subject matter experts and members of the public,” said Sen. Robertson. “These recommendations will take us further in the right direction to ensure our state’s recovery residences provide higher quality, affordable services year in and year out. During my decades of service as a law enforcement officer, I met many individuals who would benefit from these residences today. Today, I’m proud to work with my senate colleagues toward improving these facilities and laying the foundation for a safer Georgia and a stronger economy.”

The report includes recommendations designed to enhance transparency and public understanding, enabling Georgians to make informed decisions about the care they receive. The committee’s recommendations prioritize state licensure of recovery residences, standardization of quality measures and maintaining a regularly updated registry of licensed recovery residences. Lastly, they focus on preventing unsafe or unregulated referrals and addressing zoning challenges that affect where recovery residences can operate.
