Senate Resolution Creates the Joint Study Committee to Protect Abused Adults

ATLANTA (February 24, 2014) | The Georgia State Senate passed Senate Resolution 828 today by a vote of 50 to 1.  Sen. Renee Unterman (R—Buford), Chair of the Senate Health and Human Services Committee, sponsored this legislation to create the Joint Study Committee on Emergency Relocation of Abused Adults. “The passing of Senate Resolution 828 brings us one step closer to providing safer conditions for the relocation of Georgia’s at-risk or elderly population,” said Sen. Unterman.  “Under current law, there is unfortunately no reliable and efficient process in place to protect this vulnerable group of Georgians. Establishing this committee will address the needs and concerns of these at-risk adults.”

The goal of the Joint Study Committee to Protect Abused Adults is to improve the transition of at-risk adults from substandard personal care homes or residential facilities to a safer, more secure environment. Once these facilities have been closed, Georgia State Agencies are often hindered in their efforts to transition residents due to inconsistencies and the lack of fiscal support regarding the relocation process.

Under this legislation, the Joint Study Committee on Emergency Relocation of Abused Adults will designate an agency or lead coordinator responsible for the relocation of at-risk adults. The Committee will also research legislation that creates a multi-disciplinary team aimed at providing a more seamless transition and developing a consistent set of guidelines for emergency relocation and training personnel.

Comprised of nine members, the Committee will study and recommend any actions or legislation that it deems necessary or appropriate. A report of such findings and recommendations will be submitted by or before December 31, 2014 – with legislation expected for the 2015 calendar year.

Senate Resolution 828 will now transfer to the Georgia House of Representatives for consideration.
