Capitol Recap: COVID-19 and the Budget

Although the last few months have undoubtedly brought uncertainty into our state and community, I want to assure you that Georgia remains strong as we begin to take steps to bounce back from the effects of the novel coronavirus (COVID-19). With a significant shock to our healthcare systems and industries, we must not forget about the hardworking Georgians that have continuously put their lives on the line every day to selflessly serve those around them. There are no words to depict the amount of appreciation I have for these individuals and I can only hope to honor their work in the weeks to come, as I remain dedicated to best serving the people of District 20. With that, I would like to give you an update on the legislature’s work related to COVID-19 and the budget.

In addition to the severe public health challenges caused by COVID-19, the virus has also had a detrimental impact on our state’s economic infrastructure. In the month of April alone, Georgia experienced a roughly 36% decline in tax revenues, although this is partly due to the postponement of the income tax filing date from April 15 to July 15. Additionally, roughly 1.8 million Georgians have filed for unemployment since mid-March, while many small business owners have had to shut down their doors in a selfless act to protect their employees and communities. With many Georgians being unable to financially provide for their families or employees, we have seen a negative growth across numerous sectors, especially in regards to the restaurant, accommodations and general merchandise industries. As elected officials, we are tasked with a constitutional obligation to pass a balanced budget and looking ahead towards the General Fiscal Year 2021 budget, which will begin on July 1, there will be some significant changes. This includes an anticipated 14% budget cut across all state agencies, which is an increase from the previously proposed 6%. The budget will bring increased challenges, but my colleagues in the Senate and House Appropriations Committees are working tirelessly to conservatively allocate resources in a way that best protects the interests of the state.

I will remain a source for you as budget discussions progress, but I would also like to highlight another major development, the re-opening of the economy. Per the orders of Governor Kemp, the state’s shelter-in-place has ended for most individuals and certain businesses have been allowed to re-open, including restaurants and shops. With the implementation of guidelines prescribed by the Georgia Department of Public Health and the Centers for Disease Control and Prevention, I believe this provides an excellent balance between protecting public health and promoting economic growth. Likewise, the passage of House Bill 276 which requires the collection and remittance of sales tax from online retailers will help supplement some of our economic losses. The road to recovery is still uncertain, but we are taking steps forward and I am proud of the leadership of everyone involved with such.

In regards to the future, the resuming of the legislative session still remains on everyone’s minds. As it currently stands, a specific date to return to the Capitol has yet to be determined, but legislators have been meeting regularly to discuss how to go about this process safely and appropriately. The health and safety of all Capitol employees and members of the public remains a key priority of the General Assembly and we must be diligent in our decision making. I anticipate the return to be mid-June, as well as the resumption of committee meetings. In fact, the Appropriations Committee has already begun virtual committee talks. Our work at the Capitol is far from over and we have a number of things to discuss given this new climate.
